Projection of Panchayati Raj Institutions


                In the memorandum to the 13th Finance Commission, this Ministry has classified the requirements of Panchayati Raj Institutions into two categories.  Under  the first category, it  proposed  4 per cent  of the divisible pool be allotted to local bodies and earmarked for the activities, such as, construction of Panchayat Ghars, providing skeleton staff for each Panchayat as well as honoraria and sitting fees for elected representatives, office expenses and e-governance.  Under the second category, Ministry of Panchayati Raj proposed that 1 per cent of the divisible pool be given as a specific purpose grant-in-aid to panchayat for preparation of data bases; incentivisation of State Governments to empower panchayats; and provision of grants for area planning and capacity building. The 13th Finance Commission has recommended an amount of Rs.63050.5 crore as Basic and Performance Grants.
